Terms of Use

These terms apply to your use of Tulare Residents Directory. By using the pages, you accept these rules. If you do not accept them, please leave the site and do not use its links or search tools.

1. What This Reference Is

Tulare Residents Directory is a privately operated reference to public rolls, record indexes, and local-history collections concerning Tulare, California. It describes and links to custodians such as the County Assessor, Recorder, and Superior Court, but it does not host government records and is not affiliated with a City of Tulare office, Tulare County department, agency, court, or library.

2. Lawful Use Rules

Use the pages and their source links only in ways permitted by law. You may not use anything connected with the site to:

  • Stalk, harass, intimidate, threaten, or harm a person
  • Locate someone protected by a restraining or protective order
  • Commit identity theft, fraud, or another unlawful act
  • Make decisions covered by the Fair Credit Reporting Act
  • Scrape, reproduce, or republish the pages at scale
  • Disrupt the site's operation, security, or linked service

Public availability is not a license to misuse personal information. California statutes concerning stalking, harassing communications, voter data, and DMV information can apply independently of these terms.

3. No Consumer Reports

This reference is not a consumer reporting agency as that term is defined by the Fair Credit Reporting Act, 15 U.S.C. section 1681 and following. Information on these pages and returns from linked search tools are not consumer reports. They may not be used to decide eligibility for credit, employment, housing, insurance, or another FCRA-covered purpose.

4. Outside Portals

Assessor, Recorder, court, election, USPS, library, archive, and other linked portals set their own terms, privacy policies, availability, prices, and data practices. Sponsored search tools are controlled by their providers. Tulare Residents Directory is not responsible for an outside service's content, results, outage, or handling of information entered there.

5. No Warranties

The pages are supplied on an “as is” and “as available” basis without warranties of any kind. We do not promise that a fact, fee, office hour, portal, link, coverage year, or result is accurate, complete, current, or available. Confirm a material record with the custodian before relying on it.

6. Liability Limits

To the fullest extent allowed by law, the operators are not liable for direct, indirect, incidental, consequential, special, or other damages arising from use of the pages or an outside resource. This includes an action or decision made from a record, search result, link, or source description.

7. Indemnification

You agree to defend, indemnify, and hold the operators harmless from a claim, demand, loss, or expense, including reasonable attorneys' fees, that arises from your misuse of the site or violation of these terms.

8. Copyright and Layout

The original writing, design, logo, and layout are protected by copyright. Linking to a page and quoting a brief attributed excerpt is welcome. Republishing a full page, copying the layout, or systematically collecting the content is not allowed without permission.

9. Changes to These Terms

We may revise these terms by posting a new version. Continued use after the revision is posted means that you accept the updated terms.

10. Access Restrictions

We may block or limit access, with or without notice, when a user violates these rules, abuses a search tool, threatens the service, or interferes with its security. A restriction does not replace any remedy available under law.

11. California Law

These terms are governed by the laws of the State of California, without applying conflict-of-law principles. California's Public Records Act is codified at Government Code sections 7920.000 through 7931.000. The California Consumer Privacy Act, as amended by the CPRA, is codified principally at Civil Code section 1798.100 and following; it governs covered-business data rights and does not make a public agency record part of this reference.

12. Severability

If a court finds one part of these terms unenforceable, the remaining provisions continue in effect to the extent the law allows.
